New Year's "Gift" at 2,870m above sea level - Sidelights on the Construction of Civil Defense Project of Shanghai MCC20 on Bayi Road, Golmud

At the end of the year, the Chinese Salt Lake City, Golmud, which is 2,870m above sea level, has an outdoor temperature of minus 15℃, but everyone on the construction site of Bayi Road was burned internally. On December 30, 2017, the concrete pouring construction of the last structural top slab was completed on the Bayi Road Air Defence Project under construction by the Shanghai MCC20. This marked that the Bayi Road - Jiangyuan Road - Kunlun Road closed for four months could resume opening of temporary traffic on December 30 according to the contract.

The Bayi Road Air Defence Project was located in Golmud City, Qinghai Province at an altitude of 2,870m. This was another key project of the Company in response to the national "One Belt and One Road" initiative in the strategic development of the Northwestern Region. The project was an EPC general contracting model with a total investment of approximately 150million yuan. The contracted contents include: municipal pipe network upgrading and reconstructing works in total length of 7,200m; underground works of “both peacetime and wartime use” used as underground commercial streets and street crossings and equipment rooms in peacetime and as second-class shelters and comprehensive material storage, underground civil air defense with a gross floor area of 20,059 square meters during wartime; the two-way 6-lane asphalt road construction and supporting facilities for above-ground municipal facilities.

I. Braving difficulties in the project

Before the construction of the main structure of the project, the underground municipal pipelines within the scope of construction must be relocated and some of the landmark buildings on the ground be moved for protection. There are many underground pipelines messily distributed and with unknown routing, which were also old and vulnerable, including underground defense cable, power, gas, water supply, sewage, communications and other pipelines, causing great difficulties for our construction. At the time of excavation, basically artificial excavation and mechanical assistance programs were adopted to ensure the safety of pipelines.

The relocation project lasted a total duration of 50d, and a total of approximately 12,000 cubic meters of earthwork, 1,200m-long sewage pipelines, 1,200m-long water supply pipelines, 1,100m-long gas pipelines, and 3,700m-long communication cable were renovated and upgraded. The original underground water supply and drainage pipelines and gas pipeline were excavated and upgraded. The pipe diameter was increased from the original 200mm to 500mm, which increased the flow rate. The pipeline material was changed from the original cast iron to a more durable and corrosion-resistant PE material, which greatly enhanced the service life of the pipeline and increased the pipeline supply capacity of the entire city. In the case of such tight schedule, the project department rationally arranged the deployment of the labor force and meticulously planned the schedules. The construction processes and steps were closely linked and completed on schedule through work day and night.

When the “shell beam”, a landmark of Golmud City was encountered again in the process of entering the construction segment of the Central Plaza, the building was located above the east-west routed gas and communication pipelines. Its south side was the original underground plaza, north side was the main structure of the new construction, and the building itself was immovable. After repeated discussions and actual surveys, the project department finally decided that the method of construction of the top pipe should directly penetrate the corresponding pipeline below the building. This method ensured the normal construction of the pipeline relocation, but also maintained the integrity and safety of the seashell beams.

During the pipeline relocation and even the follow-up construction process of the main structure, the site was located in the busiest road in the local area, featuring many shops in the surrounding, large flow of people, and heavy coordination workload. Although the project department staff made lots of visits and notices to neighboring merchants during construction, some shops still continued to interfere with the normal development of the project through various methods or even “extreme means”. Whenever similar situations occurred, the project department communicated with initiative and patience, and was brave in assuring, so that the work was completed with excellent quality, fast progress, no pollution, and no nuisance.

II. Work together for the winter construction

The construction period was particularly tight as there were only 110 days from the commencement of earthwork on September 12 to the completion of construction of the main body and restoration of open to traffic of the road on December 30. The project was located in the plateau and high-cold area with elevations of approximately 2,780m. Since November 2017, the local temperature of Golmud was below minus 10℃. For the imperative winter construction, the project department first compiled a Special Method Statement for Winter Construction with practical guidance significance, and later after repeated study and demonstration with the Qinghai Provincial Air Defense Quality Supervision Station, the Golmud Housing and Urban-Rural Development Department, the supervision unit, the concrete supplier, and the subcontractor, and combined with the actual situation, the method statement satisfied the requirements of the construction design specification, but also improved the feasibility of the method statement and satisfied the site construction requirements.

The project department attaches great importance to winter construction, and the construction methods and construction technical measures of each sub-divisional works are detailed and sufficient with due attention to the minimization of manpower and machinery, the material mobilization plan, the deployment of heat source equipment, and the control points of project quality and safety. The project department formulated elaborate and refined plans and assigned designated personnel to take charge of the corresponding work closely centering on the four main aspects: the supply of commercial concrete, the deployment of site construction, post-pouring concrete insulation monitoring, and logistical support. The purpose was to ensure fulfillment of important construction node of December 30, 2017 while ensuring the construction quality and safety.

III. Success comes from hard work

With the progress of work, the project gained more and more attention from all walks of life.

Several units e.g. the Qinghai Civil Air Defense Office, the Provincial Civil Defense Quality Supervision Station, the Urban Housing and Construction Bureau, and the Municipal Civil Air Defense Office came to the construction site to guide the construction and give condolences to the project staff. They highly praised the achievements made by the Project Department and provided valuable suggestions and proposals which greatly contributed to the construction of the project.

During the construction period, the Qinghai TV station came to the construction site to interview the staff with the Project Department together with Golmud TV Station and conducted special reports themed “Bayi Road Air Defence Project Accelerated Construction and Raced with Time”.

In this city of Golmud with the origin of the Yangtze River, the Wanzhang Salt Bridge, the Snow Mountain Glacier, the Kunlun Snow Landscape, the Bohai Sea Sunrise, and the Desert Forest, the project is located at one of the busiest streets in the city of Golmud. Considering many unfavorable factors brought by construction in the minority areas, the project was under tremendous pressure from local government, surrounding businesses, and ordinary citizens since the commencement of project.

The Project Department started to relocate pipelines on June 20, 2017. On September 10, the roads were closed and excavated, and the traffic was resumed on December 30, 2017. In the 180 days and nights, from the misunderstanding at the beginning to the all-people concern till the end, all staffs of the Project Department withstood the pressure and spared no effort in facing the disadvantages of the shortage of construction resources in the autonomous region, overcoming the impact of the local highland environment, and meeting the huge challenges brought about by the winter construction. They were united as one, worked day and night, and conquered technical difficulties and construction problems one after another with their advantages. With the joint efforts of total staff of the Project Department, and the full support of the Group, adhering to "Choosing MCC20 is to choose rest assured," the concept of responsibility, scientific planning, meticulous organization, careful deployment and solidly advancing, with the MCC spirit of “Never delaying and never slacking”, the established construction nodes were guaranteed, the project was unanimously recognized and praised by the governments at all levels and all walks of life of the province and city, and greatly strengthened the influences of MCC20 in the local area, which presented a generous gift for the New Year of 2018.
